Foil balloons have a self-sealing valve, so you insert the nozzle of a helium tank, a hand pump, or a drinking straw into the valve and fill slowly. Stop as soon as the wrinkles smooth out and the balloon feels firm but not taut, since overinflating stresses the heat-sealed seams.
